BiographySergey Alekseevich Bystrov was born on April 13, 1957 in the village of Poddubye, Firovsky district (now Tver region).
After graduating from high school, he worked as an auto fitter in a military unit (1974-1975), then as an assistant machine operator, a wood carver at the Bologovsky Forestry Enterprise (1975-1976, Kalinin region).
In 1976-1978, he served in the USSR Navy. In 1982, he graduated from the Kiev Higher Naval Political College. In 1982-1989, he served in the Northern Fleet, reaching the position of deputy commander of a nuclear missile submarine. In 1992, he graduated from the Humanitarian Academy of the Armed Forces of the Russian Federation and at the same time from the Russian—American University; until December 1992, he served at the General Staff of the Russian Navy in Moscow.
In 1993-1998, he worked in financial and industrial organizations, industrial and security enterprises in Moscow. In 1998-1999— he was the First Vice-President of the International Federation of Olympic Champions NGO (Moscow); from June to September 1999, he was Chairman of the Board of Directors of Istok Rossiya Financial Investment Industrial and Construction Corporation (Ostashkov).
In 1999-2001— he was Deputy Governor of the Tver Region. In 2000, he graduated from the Moscow Institute of Economics and Statistics.
From 2001 — Advisor, from March 2002 to 2004 — Deputy Minister of Labor and Social Development of the Russian Federation. He dealt with the issues of determining the prospects for the development of the social and labor sphere, the effective spending of funds on the purchase of products for state needs, and the socio-economic restoration of the Chechen Republic.
