Biography
He was born in Moscow on July 7, 1056.
After graduating from high school, he graduated from the Geographical Faculty of Lomonosov Moscow State University, a graduate of the Department of Oceanology (1978), a participant in scientific research expeditions in the Atlantic and Pacific Oceans, the international experiment POLYMODE to study the Bermuda Triangle at the NIS Akademik Kurchatov and the legendary Vityaz with the discovery of the Antilo-Guiana current.
1978 – 1980 worked at the State Oceanographic Institute of the USSR State Committee for Hydrometeorology.
1980 – 1989 Head of the Marine Group of the Institute of General and Communal Hygiene of the USSR Academy of Medical Sciences.
In 1987, he defended his PhD thesis, Candidate of Biological Sciences with a specialization in "Toxicology", bioaccumulation of heavy metals in the food chains of aquatic organisms.
Since 1989, he has been actively involved in the creation of the USSR State Committee for Nature Protection, the formation of Russian environmental legislation, and the creation of a regulatory framework for state environmental expertise.
In 1993, he was appointed director of the All–Russian Research Institute for Nature Conservation and Conservation, the country's main institute, which he headed until 2004, Adviser to the Minister (1991-2000), Deputy Chief State Inspector of the Russian Federation for Environmental Protection (1994-2001), member of the Board of the State Committee for Ecology of Russia (1993-2001).
Since 1993, he has been the President and Coordinator of the UNESCO International Network of Chairs "Technology Transfer for Sustainable Development". In 1996, in Paris, he defended his doctoral thesis DSc Natural Science – Doctor of Natural Sciences, in 1997 he was awarded the title of UNESCO Professor. He has been a United Nations expert at the United Nations Economic Commission for Asia and the Pacific since 1994.
Since 1994, he has represented the Russian Federation in the European Council for Nature Conservation.
In 1997, by Decree of the President of Russia, he was awarded the title of "Honored Ecologist of Russia".
In 2000, he received a law degree from the Russian Presidential Academy of Public Administration, specializing in Environmental and Land Law.
Since 2004, he has been in the leadership of the Federal Service for Environmental, Technological and Nuclear Supervision of the Russian Federation, Adviser to the Head of the Service in charge of international cooperation, the environmental unit and the Central Federal District, Head of the International Cooperation Department of Rostechnadzor of Russia. Coordinated projects for the repatriation of spent nuclear fuel from abroad, Liaison Officer-representative of the Government of the Russian Federation to the UN IAEA; awarded a Certificate of Honor by Vladimir Putin for the successful conduct of the IAEA Mission to fulfill Russia's obligations in the field of peaceful uses of atomic energy;
2008 – 2011 Ministry of Natural Resources and Ecology of the Russian Federation, Deputy Director of the Department of International Cooperation -Head of the Department of Industrial, Nuclear, Environmental Safety and Waste Management;
Chairman of the ASAR Arctic Council (Programs for the Elimination of Pollution in the Arctic) for two terms: 2008-10 and 2010-12;
Representative of the Government of the Russian Federation in the Barents Council; Head of the Working Group on the elimination of "hot spots" in the Barents Euro-Arctic region.
