He earned a degree in law (2002-2008). He began his professional career in local government (2009-2011), then moved to the Federal Migration Service of Russia, where he held leadership positions at the Federal State Unitary Enterprise "PVS" and the Department of State Registration, Cadastre and Cartography (DORIG) of the Federal Migration Service of Russia (2011-2014), responsible for developing the branch network and permit and visa processing.
